Sr. Technical Advisor for HIV/TB Transition and Sustainability Planning

Palladium, and the USAID funded Health Policy Plus (HP+) project, are providing Technical Assistance support to Government, donors and civil society partners in multiple countries to assess key areas of sustainability for the national AIDS program, and to develop a transition and sustainability roadmaps for the national AIDS at TB programs as external HIV funding decreases.As countries transition from high levels of external donor funding and technical assistance towards more reliance on domestic resources and programming.  ResponsibilitiesThe Palladium/HP+ Technical Support Advisor, will support implementation of country analytical work, draft reports and presentations, and support stakeholder engagement activities in-country as a long-term consultant between August 2018 and May 2019.Responsibilities:
Report to Palladium and HP+ leadershipWork as team member with lead agency staff/administrators to meet program goalsConduct literature/resource reviews as needed to gather key data points for the assessment and roadmapWrite and gather feedback on key documents:The Transition Preparedness Assessments (TRAs)Legal and Regulatory Reviews for Public Financing of NGOs (often referred to as "social contracting")Create presentations in Microsoft Power Point and diagrams and flow chart graphics as neededDevelop 10-12 year "sustainability plans" with benchmarksRequirementsRelevant educational experience in public health, public administration, or related field such as health education, administration, policy/planning, or appropriate experience in managing or coordinating strategic planning processes8 - 10 years of relevant work experienceDemonstrated writing skills (sample reports, publications will be solicited)Proven ability to work independently, and as a team memberExcellent organizational skillsExcellent interpersonal and communication skillsKnowledge of health systems analytical and research processesHighly proficient with Microsoft Office and general computer skillsKnowledge of Global Fund grantmaking and implementation, as well as of PEPFAR/USAID health programming
